How to Write a Winning Tender Cover Letter for SEZ Procurement
Most SMME tender applications fail not because of price — but because of a weak cover letter. Here's a proven structure to make yours stand out.
Why the cover letter decides your fate
Evaluation committees often read hundreds of submissions under time pressure. The cover letter is the first — and sometimes only — page read in full. If it does not immediately show that you understand the scope and that you are compliant, your pricing schedule may never be opened.
Treat it as a one-page executive summary of your bid, not a formality.
The five-paragraph structure that works
1. Reference block: bid number, description, closing date and the issuing entity, exactly as written in the tender document. Any mismatch signals carelessness.
2. Statement of intent: one sentence confirming you are submitting a fully compliant bid for the full scope.
3. Capability: two or three sentences on directly comparable work — client, scope, value and outcome. Numbers beat adjectives.
4. Compliance: list CIPC registration, CSD supplier number, valid tax compliance status, B-BBEE level and any professional registrations relevant to the scope.
5. Contact and undertaking: named contact person, mobile number, email, and a line confirming your pricing is valid for the stated validity period.
Mistakes that get bids disqualified
Generic letters addressed to the wrong entity, missing CSD numbers, an expired tax compliance PIN, unsigned declarations, and pricing mentioned in the cover letter when the tender requires it only in the pricing schedule.
Read the returnable schedules checklist twice and mirror its language.
Before you submit
Have someone outside the bid read the letter cold. If they cannot say what you do, what you have done before and why you qualify within thirty seconds, rewrite it.
Keep a reusable template, but rewrite the capability paragraph for every single bid.
